AMD needs to return to efficiency of their shaders which they had before. 960 shaders would be enough if they performed like 4890 shaders. A 4890 performs the same as a 5830 and it only has 800 shaders. Adding 20 percent more of those would have gotten you to 5850 speed if not more because of the added ROPs. Directx 11 has made both sides less efficient. Luckily for AMD it made up for this with decreased power consumption, NV on the other hand not so much.
shaders are same efficiency, just they are underutilised cause their structure 4+1D show the limit arround 1200 shaders, an the GPU core isn't optimized to get more shaders yet.
