DUDE! 1.71PLL is not a good idea! Your going to be way way way better off with 8.5x471 running the 2.4B strap and much much less VTT/MCH. Try these and see if you can boot. If not raise your VTT/MCh to 1.32/1.32, raise the VTT first and let the references adjust. You should be running something like ~65% of the VTT for a reference and ~67% of the MCH for a reference. You can run 2.0V ram at first and then lower it later. Get rid of that 700mv/700mv and 200ps clock skews. Try 900/900/0/0 or 1000/1000/0/50. You can also try up to 1.57PLL but NO MORE.
