This was posted on the NCIX forums - sound plausible. Worth trying a non G92 card and see if it run 16x. If so it appears to be a combo of your PSU and the G92.
'Problem has been solved.This person was having problems with his Antec psu and Antec say they have addressed the problem and have revised units."Okay a little more info... apparently it is a timing issue, when your computer first turns on the PSU sends power down each line and then backs off waiting for the computer to start the boot process. With the G92 cards they are expecting to see this at a different time than when they are actually getting the signal and it causes them to think they are underpowered so they clock themselves back"

I've found that @ load default bios i'm running 16X but the moment i change my clock, stuck at 1x

the psu and all the other hardware were all perfect with my previous premium (died last week during a bios downgrade)

edit : everthing over 399fsb = pci-e 1x
vnb = auto to 1.55 (over that = no boot)
