You're not going to be able to get the metal to yield by crushing down on the bolts.

I think the heat spreader is soldered to the chip. Therefore, you must lap both surfaces if they are not smooth and flat.

Also check the temp at stock vs overclocked settings. If there is a huge discrepancy, then the HS is not making good contact. If the change in temp is small, then the temp sensor is wrong.
