Unless of course you are using the Easy Tune software which could do such thing.
If you are not using "ET", it is probably a glitch of some sort (due high BCLK).

    Download RW: http://rweverything.myweb.hinet.net/download.html

Run it and open "Clock Generator" window.
    Save the dump.

Then apply some load to make it "throttle" and save another dump while it still throttles.
If the two dumps are identical it is a glitch, if they are not then it is a feature
I figured it was some glitch because I thought throttling was always done via multi. The only thing I'm using Easy Tune for is monitoring temps and volts. The strange thing is, I'll see the change it clockspeed in CPU-Z and then open Easy Tune and see the same thing there. I know there was an issue about glitching with CPU-Z reading the clockspeed right. I will run the clock generator app and see if it gives me any more info.

    EDIT:
Seems comparing the dumps, everything looks identical, at least the registers I can see. Another question, Stilt, if one setting can pass Prime95 1.5hrs but can't finish 1 loop of 3DM, is that more of CPU stability problem or RAM? When I run Prime95 I always set it use 3.3gb of the 4gb memory I have installed.
