Throttling is never done by lowering the BCLK ("FSB") so this is not throttling.
Unless of course you are using the Easy Tune software which could do such thing.
If you are not using "ET", it is probably a glitch of some sort (due high BCLK).

Run it and open "Clock Generator" window.
Save the dump.

Then apply some load to make it "throttle" and save another dump while it still throttles.
If the two dumps are identical it is a glitch, if they are not then it is a feature
