    OK I found the problem! It was the "Performance Enhance" option. I had it on extreme, and after I changed it to turbo, I can now run at 4ghz with stability

    One strange thing though, is that unless my Vcore and VTT are in automatic mode, I can't even boot up. I've tried almost every setting, and I could never boot up until I put both in automatic.
