I would love to get off of auto settings with my Q9650 E0 at 3.87GHz, it is totally stable in Prime95, IntelBurnTest, HyperPi, OCCT etc. but on occasion at boot it keeps resetting and I have to turn off the PSU and cycle the PC power button and enter the BIOS to see the OC'ing failed message. Sometimes after that it boots fine other times another try or 2 is needed.

My EP45-UD3P is the revision 1.1 and I am using a TRUE Copper/Panaflo on the CPU with a 120mm Panaflo on the RAM which is a Kingston Hyperx T1 8500 2 X 2GB kit.
This has nothing to do with the BIOS version. This is because OC settings. I've seen this happen before on many Rev. 1.1 boards, but never on the Rev. 1.0.
