And AMD were "smart" enough to make GPU load sensor sensitive to most of 2D acceleration in addition to 3D acceleration, so any window (e.g. browser) scrolling is seen by PowerPlay controller as GPU usage requiring clock and voltage boost. Close all windows (including dynamically scrolling hardware monitoring window) and GPU will stay undervolted.
