I would go for option two... low Vid doesn't necesarrily reflect in better Mhz numbers... also weird but most low vids have high temps... a good batch does high speeds at low voltages and if possible cool temps too

Well 780i did 450 FSB too with my 45nm duals/quads , didn't test the the Q6600 on it... but indeed you can get easier to eg 3.6ghz with a 10 multi but bandwith and co takes a blow... better go 400FSB with 9 multi then or 425 with 9 over 380 x 10...
