Does the lower the vid the better the OC rule still up?

Have anyone heard of the L745A793 batch? Supposed to be a 1.2125v VID...

I have that exact batch and VID is 1.2000V. It goes all the way to 3.6Ghz with ease. Haven't tested anything above that as I don't have watercooling so the 4 cores are up to 70s and I had to stop. That was based on 9x400 with just 1.3V juice.
