I am slightly confused - what speed are you trying to get the q6600 to run at for 24/7 operation. I will happily run mine 24/7 @3.6 without any power management as it only idles at 34c. Sure it increases under application/game load but nothing like running prime95 all day. As long as you have decent CPU HSF and a good airflow through the case it will be fine. What HSF have you got as 50c is a bit high with nothing running and underclocked.I would expect it to be somewhere between 30-40 on idle allowing for different batches.
Why you want to buy 32 bit vista when you have Vistax64 - you have a 64bit CPu and vista x64 runs fine. Seems a bit of a waste.
CPU PLL voltage is a BIOS setting on the P5K which I understand to be for fine-tuning the power supply of the q6600. Increasing the default setting can help stability of o/c with high fsb.
