It is exactly how it sounds, that is the maximum boost clock the card will reach

You don't "automatically" reach anything, you have to see what is stable and turning up the max boost clock only allows for a higher frequency, key word is allows. If your card can handle it, it could go up to the higher speed you changed it to. Changing that value has nothing to do with how your card will OC in general.
