Temps man. The boost is just as much tied to the temperature as it is the power target. At 70C you'll see the voltage drop, which will drop the clocks as well. Doesn't matter what the power target is in said situation. If you can keep it below that temp, you can get higher clocks. That's the magic number to keep below. If you're clocked to high you'll crash at that point, because while the voltage drops quite a bit, the clock speed only drops by like 10-15 mhz. If you're clocked to your limit at that point, you're going to be over your limit when the voltage drop kicks in.
