Till now I see wacky voltages of 1.3 VCSSA and co popping up...
I assume he has the 8Gb kit with 2 x 4GB dimms ( can't find a 4 x 2GB version ) 11-11-11-31 2T set 1.65Vdimm
1) Pull out the CPU, reinsert and remount the cooler ( do not overtighten) then do a CMOS RESET. So the board will boot 100% with default values.
2) Then like Dumo suggested man boot with maybe one dimm first and load the XMP profile instead of maybe the wrong RAM preset.
3) If that boots fine at 2133, insert 2nd dimm. Verify the tRSSR and tWWSR values, maybe force them to 5 for added stability.
PLZ don't feed your CPU with 1.3VCSSA that's insane. Leave them options on auto ( so the XMP profile with set them accordingly ) Also I see no need if this is not for LN2 benching, why you would put Extreme Overvoltage to enabled...
