Really looks like a form of HDR to me... Theres all kinds of processing you can to to multi exposure shots to achieve different looks. Most people somehow prefer making them look crazy and unrealistic for whatever reason. I do HDR shots on my phone all the time, and thats just to extend the cameras dynamic range marginally and still make them look realistic. Its just that cell phones generally have poor dynamic range... Maybe if you have a DSLR with good dynamic range and you extend it significantly it looks like that?
