That plug defines what he must install. Code says what must connect to that receptacle.

'Whole house' protector means everything in the building is protected - furnace, air conditioner, all electronics, stove, any GFCI receptacles, and even smoke detector. The point. Every protector is only as effective as its earth ground. To better protect everything, an earth ground connection from the breaker box and protector must be shorter and must be the best earth ground for that facility/building.
