If NV can make GTX480 equal to HD5970,why they make GTX470 slower than 5870?

Last time GTX280 is 15%-20% faster than GTX260.

I think it is fare to say 480 will be about ~20% better than 470. Then if 480 GTX matches/beats HD5970, we can expect 470 to beat the 5870 by ~20%.
