OK, I now know what's limiting me to only 210 Bclk on my R2E !!!!
It's the God damn ty R2E that I have, I used the same system on a P6TSE and straight forward I'm able to boot with up to 220Bclk !!!!
I haven't tried more but that should give an indication, now that My R2E is dead due to a broken pin in socket, I should look some where else to couple it with my new 950 CPU.
