This is very true, when I first tried out F9e, I couldn't get my o/c stable using the same settings as I was on F7, so I ended up going back to F7 again, but a week later, I decided to give F9e another go, and after spending some time tweaking the voltages, I managed to get my system stable using much lower Vcore and Vtt than I was using previously..
