Still the power consumption must remain under 300 W in PCI SIG's internal testing
Also the PCI-E standard says:
A single x16 card may now draw up to 300 W of power up from 225 W
Every PCI-Express device MUST BE certified by PCI SIG, otherwise the device can not be sold as PCI-Express device.

Whatever it is, upcoming Nvidia cards WILL NOT GO OVER 300 W on average. Period.
