These Xeons are about the same, Mine can do 4200 WITH 1.23V linx/prime stable. try to take it to 4.3-4.4 and see how much vcore you need.

He using air so it too hot to do any 100% load test at that frequency without proper ambient. Maybe his chip clock same as mine since it from the same batch and probably with the same buggered sensor too.
