I don't quite follow the OC = F1 though; when you step into your race car you pretty much know how it performs, you know the limits of your hardware; you have to drive the course with skill at maximum speed to succeed.
Overclocking is getting a good sample of hardware, applying your tweaks/cooling and hoping for the best; if you're stuck with a lousy engine (random!) you're out of the game no matter how good your skill is.
