965 has unlocked multi so you can use any multiplier without turbo mode anyway so set vr current limit max won't effect 965 in terms of turbo mode although i guess tdp and tdc will still be in effect ? As to SG no idea why never seen such a problem before sorry

Just rma the board as flash failed - you could try asking DFI for replacement bios chip but the power led on may be another separate issue or psu related.
