After full load of Orthos Dual Beta for 4.5 hours the temp was 62C @ 1.39V

Also are there any other settings that can have an effect on OCing besides SpeedStep and CE1?

Were I you, I'd set:
FSB: 500
FSB to NB Latch: FSB 1333
DRAM Freq: DDR2 1000
NB Voltage: +.300
Multiplier: 8
tRFC: 48
