what is the purpose of the uncore frequency?@ 195x20 (3.9ghz) I have it at x17 (3230mhz) I know it has to be atleast 2x higher than dram multi but what effect does this have on OCing, doesnt seem to change anything stability wise from x17 to x20

stopped it due to gaming.
20x200 4ghz, 1.344 load.1.360 idle cpu-z
Turbo on.
Not sure why cpu-z says 4200mhz and 21multipel.

You have turbo on so when you have single threaded apps it shows +1 multiplier..
