The memory is rated at 1.7v but with 4 sticks I have to run it at 1.8v(default timings) or Vista x64 won't boot. Am I missing something in the bios or is this nature of the beast?

The actual(monitor) readings are what scare me, it's not leaving much room to push it. I wanted to give my qx9650 a mild overclock say 9.5 multiplier, 400fsb and have the memory running at 1600mhz as well.

The voltage discrepancies have already been pointed out so i'll just answer the other issue.

Unfortunately with 4 GB's or ram you will be limited in what you can achieve in an overclock. For example with 2GB of my Crucials installed I can pass memtest for 2 hours at 1.9 vdimm (real) and 1800 7-7-7-20 however with 4gbs installed I am not stable at 1700mhz 8-8-8-20 and 1.94 (real). Consequently I dropped my OC and Ram down to 400x12 (quad pumped 4 x 400 or a 2:1 ratio to get 1600) 1600mhz 7-6-5-15.

I believe the issue is with the mem controller because increasing NB voltage doesn't help me. I did recieve better stability when I tinkered with the memory ref voltage on a per channel basis but its not an exact science and you will need to try different settings for best results.
