    Good start but 1.525v seems a lot of volts to get 400x8 - a lot of the E6600's were able to achieve that on stock volts or there about. Mine did 3.6 with 1.5v on a P5W but I ran it 390x9 with 1.45v most of the time. What batch is yours - it may be that you have just been unlucky on the one you got. Its woth trying raising the multipler to 9 and Northbridge=1.55 and see if that loads. at 400x9. If not or not stable drop the FSB down in increments of 10 keeping memory 1:1 until it does then try lowering the vcore. What PSU have you got - everest is showing the 12v rail as supplying only 11v (probably not accurate) and (dumb question but--) have you connected the 4/8 pin 12v connector to the board? Have you also checked the RAM out with memtest86 - what colour slots is it in.
