Oscilloscope. I already had it hooked up and it's more accurate then a volt meter. Smart Guardian is that far off on my board.

The important part of that voltage control is the CPU PLL. It sets the voltage for the clock generation phase lock loop. When the processor gets close to it's FSB wall increasing this voltage can help push it further.
