Get a second opinion! Try one or more other apps to see if you get the same results. That will tell you if SpeedFan has gone nuts or you need to check that HSF again.
PLL - Phased-Locked Loop
This is my guess. Somewhere on that motherboard is a circuit that is trying to maintain a constant CPU voltage and this option allows us to adjust the voltage to that circuit. Any second opinions on that?
I would agree depending on the oc to get the voltage stable I have to use 1.6 or 1.7 pll voltage. I think the circuit is the regs under the top heatsink because when I use 1.7 pll voltage it heats up like crazy.
