The only thing C1E plays with is multipler and core voltage and if you've set the vcore to something other than default, then it doesn't even affect that.

It's been reported to Intel and I spent some time with them on the phone a few weeks ago walking through the problem. Hopefully they'll fix it in an upcoming release.
