I am pretty sure those 1000 cards were not engineering samples. Titan is complete with 18,688 cards. And the specs are more a bit more impressive than the recent information on the cards suggest.

According to HPCWire, the Teslas run at 732 MHz. Taking the claimed 27 PFlop/s theoretical peak and factoring in the CPU flops (2,63PFLOP/s for base clock, would be 2,99 PFlop/s for all core turbo clock), it is a 14 SMx GK110 version.

If your wondering, you can get these specs by dividing the amount of cards, by the amount of memory(112tb/ 18,688 cards) and also the given teraflop number gives the SMX.
I can definitely see a gaming version running at 850-900mhz with all 15 smx clusters enabled.
