TDP stands for Thermal Design Power(or Package or Point, depending on who you talk to) and is a measurement of heat output, not power draw. A 130W TDP chip (theoretically) puts out 130W of heat at 100% load on stock settings.
That aside, I completely agree with trying offset mode AFTER you've overclocked with regular mode and found the required VCore for a specific clock speed.
