Remember, when V-Sync is turned OFF, frame times and frame rates run asynchronously to refresh rate.

But now, we're straying pretty far afield since the refresh rate discussion only comes into play when comparing noticeable flickering (at sub-48Hz to 50Hz intervals) with my statements previously about frame intervals of 20.83ms.
