2. Yes, if you have the power headroom.
3. KGB does not yet touch the Boost Clock. Again the Max_Boost_Freq is really just the highest clock in the clock table.
4. 1267 is the highest clock your card can achive on its own (it's the highest clock in the clock table set in your bios). You only see it go up to 1167 because you need more voltage, and power. If you use KGB or V3DT to mod your bios for more voltage and power it will boost up to 1267. However one caveat may be your card is unstable at 1267, you would then need to set Max_Boost_Freq to keep it from hitting 1267.
5. For most cards yes. This allows the card to function as intended. I've seen some strange or unpredictable side effects when running 1.2125. However iv'e also seen where this can eliminate throttling. So your mileage may vary with this one.
6. I don't know, but I think 150% is quite safe. I have had no reports of anyone blowing their card up yet with KGB.
7. I suppose your talking about V3DT. From what I can tell there is a GPU power target, and a total board power target. The GPU power target is what is settable in KGB, and is what you see via software adjustment.
8. Yes
