To make many of these records, kingpin and Shamino had to heavily mod the card, more so compared to what I have seen in the 7970. Not every extreme overclocker has a mod king like Shamino with them, so breaking records tends to be more difficult. These PCB actually do matter as most of the records with the 7970 have been achieved with lightning series.
I'm not entirely sure what you mean by the first part of your post at all. I'm saying that an overclocked GTX 660 Ti will equal a stock GTX 670 or 7970 GHz Edition in 3DMark 11. You've really lost me with your first paragraph.

NVIDIA has killed overclocking with the restrictions placed on the 600 series. Software may not allow for more than +100mv, cards may not be clocked higher than 1.1 GHz ±2%. MSI was forced to change BIOS on their new Lightning cards to enforce the vGPU limit. They've pretty much leveled the playing field between reference cards and Lightnings. Vince's score won't be achieved by many others, if anyone, as EVBot + GTX 680 is not public.

Last thing, that 18.5k score in 03 is either very bugged or was run at 2D clocks. Getting under 100k is difficult with a 660 Ti and you've got to actually try to get a low score
