    What is holding back the gtx 680 series the most is the pcb these cards are simply not up to the overclocking challenge. To make many of these records, kingpin and Shamino had to heavily mod the card, more so compared to what I have seen in the 7970. Not every extreme overclocker has a mod king like Shamino with them, so breaking records tends to be more difficult. These PCB actually do matter as most of the records with the 7970 have been achieved with lightning series.
    And if we take 3Dmark11, Vantage, 06 ..... you have 1-2 scores made with 680 in the 20first scores... and even if Kingpin is in front, it is offtly the only score you see in the top 20 with 680. ( 3Dmark11 on Hwbot is a bit special with tesselation disabling ).. ( I admit i have not watch all ranking scores ( 1-2-3x cards etc ). Without saying we dont have all the possibility to choose the best cards between 10-15 models..

    The problem is particulary visible with H2o scores too ( by definition, not really extreme )... you have nearly only 7970 scores in the top20. And with the politic of Nvidia to block all voltage increase now (even MSIAB, Asus, Trixxx will not anymore allow voltage control ).. this dont help at all if you dont hard mod the card.

    Its absolutely funny to look the top 20ranking on HWBOT for each bench, you have the feeling to see only 7970.

    The other way around, lets be honest, if you have a 670-680, with H2o... , you push the slider to 110-120%.. and you forget it, the card will goes to 225-250W, you will gain 100-200mhz with the turbo without even have to think about it.
