It seems your pump is not primed.
Did you power just the pump, with everything else disconnected, and using the PSU with a bridge inserted between green wire and any ground pin?
It's the basics, but just thought I should check with you.
A good way to initially prime the loop is to fill the rad, by disconnecting its tube, and filling with water - some should siphon into the waterblocks - then connect the tube, and fill the reservoir - shake it and slightly turn your case side-side to make sure there is water going into the pump....
