Yes these are the revised PCB boards which now have LED's and possibly another revision (will know in a few days). The actual controller has PWM abilities, but they are not activated in this revision I really don't know why. Possibly due to costs. It is possible to work off of what is available and extend the design to where you can have PWM, but you are probably better off doing your own board since the design is simple enough. I have no idea in terms of when pre-soldered option will be available until I hear back, but I will post updates once I get them.

I am guessing these boards are made in batches and once one batch is done they release a revision of the same board with a few extras like they did now. PWM was never guaranteed only speculated.
