Exactly, they can just up the stock clocks, refine the cooler to shave off a couple of degrees and away you go and this is without anything like cache upgrades etc.

And in all honesty, what systems out there in the real world, using 2600K's, would be using the stock cooler?

No retail machines would be (Acer, HP, Dell). The only users that get K series are overclockers and they all use 3rd party cooling on these chips.
