Michio Kaku was right all the time, even on the threat level... if only they buried the reactors from the beginning like he said there would be no need to evacuate that zone :\

Don't think so... I suspect they were preparing to do it but then realized they can't do it since the base of the facility is not in tact. There are several large and long cracks in the concrete base of the facility... so they probably decided its better to have access to te reactors and try to keep them in check... bad short term, but better long term...

Remember, this is next to the ocean almost at sea level... burrying this thing properly in concrete might be impossible, especially with all those aftershocks of up to 7.x
