The CRTC is an entity of its own - for the government to react this quickly actually means that they probably got started the day they heard about the decision (seriously, a lot of red tape a bureaucratic BS involved, plus those people do have limited schedules for new items). The government doesn't tell the CRTC what to say/do. It's like the FCC in the states - you don't blame the president when the FCC comes to a bad decision. You blame him about a year later when he has failed to repeal it.
