Hit a 4Ghz wall @1.35v core shutdown, ideas?

Alright, I'm at 3.9Ghz with a 185blck and 927Mhz memory @ 7-8-7-20

Whenever I plug in my UPS and test with Prime95 I get a blue screen within a minute. If I don't have it plugged in I can run Prime95 AND 3DMark06 similtaneously as long as I want and it will never blue screen.

So at this point do I need to OC my IOH, ICH, PCI or CPU PLL? I haven't done much in that area and I'm not sure how to tell where I should start.
