Also seeing it's a screw (and likely made on a screw machine) it likely took 5-8 seconds to make, now times that by an average work shift of 8 hrs and it quickly adds up to not being able to check each and every last screw that is made so some short/long ones will get through the QA/QC process. In your case though, that seems to bit a good bit short and sounds like it may be a packaging error on EK's part.
4 of the blocks had the same error, I'm surprised I'm the only one on XS with this problem. Anyway I bought some m3x8 screws (real ones!) and its all good.
