I'm sure the OP and others are having endless headaches with their ATI cards and drivers. Still I'm sure there exists a contingent of Nvidia owners equally dissatisfied for similar reasons. I myself have experienced all sorts of problems with compatibility configuration and down right shoddy kit from multiple vendors.
I'd like to propose a test method to determine the problem.
1) Make a clean OS install or image restore with default OS drivers(create an image if you don't already have one)
2) Install a driver, perform tests record data
3) Restore the clean image Rinse and repeat with a different driver version.
This should help you pin down whether the driver version is at fault or not.
Use your imagination regarding the construction of an experiment to determine if driver upgrades cause the problem your experiencing and conduct yourself accordingly.
If you're not willing to take these simple steps to verify your claims then don't bother creating random web pages making unproven claims hinged on impassioned rhetoric.
