Xtremely High Voltage
Thread title is asking for a flamefest, if you ask me.
I've not really had issues with ATI drivers in particular. Nor nvidia's for that matter, overall. Had a couple glitches on a couple versions but nothing totally broken or horrible or anything...
Sometimes I think driver issues stem from updating every single freakin' month. All it takes is one to not quite uninstall right and you start down the path of screwed up installs. I update mine once every several months. I live by the motto "if it ain't broke, dont' fix it." I'm still running 9.12 drivers, they work fine so why screw around with them? 
Oh, and multi-card setups I won't touch with a 10 foot pole. Neither ATI nor nvidia seem to be able to get that working fully 100% so I just stick with the tried and proven powerful single card.
