    You are wrong in there... It should be:

    Slot #1 @16X
    Slot #3 @16X

    Or:

    Slot #1 @16x
    Slot #3 @8x
    Slot #4 @8x

    Or if you use Slot #2 it should be: (This i am going to test it to be 100% sure).
    Slot #2 @8x
    Slot #3 @8x
    Slot #4 @8x

    I was right, #2 and #4 will always be @8x Max.
