It reminds me of this political party (from EU) that said "we should not tolerate beautiful women to wear short skirts in order to give men less temptation to rape them".

It comes down to every individual to step up and be responsible for his or her actions. Don't point to the rules to justify your actions when you know it's regarded as incorrect ...
