I was having this same exact problem right before I sold my USB3, I even posted asking if anyone has found a fix for this. I also ended up testing multiple sets of memory and no matter what I set in the BIOS every program in Windows indicates that the memory is running at the 2T command rate.
The good news is that I purchased a very nice Q9650 (1.15 VID) and a UD3R along with a 2X2GB kit of GSkill PI's 9600 DDR2 memory. (thanks Nkresho)
