it looks like a copper core aluminum radial heatsink on top of two heatpipes, so extra fins on either side of the fan... when have you seen that before? it is interesting.
I agree with the sentiment of your first point, sometimes people take the speculation too far. some people are very certain about their speculation
to the second, it is called product differentiation. by removing that feature on a lower priced product, they can charge more for it in the higher priced product. like intel laser cutting the perfectly good cache of a lower priced cpu.
